UK Prime Minister Andy Burnham on Tuesday, August 4, 2026, in London defended the government’s revised prison decongestion strategy, announcing tighter restrictions on early releases while excluding offenders convicted of rape, serious child sexual offences and grooming crimes from the controversial scheme.

The announcement came after growing public concern and criticism from victims’ groups over plans aimed at reducing pressure on Britain’s overcrowded prisons.

Burnham said the revised Burnham prison release plan was designed to balance the urgent need to manage prison capacity with the government’s responsibility to protect communities.

In a statement shared through his official channels, Burnham said the decision followed an emergency review of the proposed early-release programme, which was originally scheduled to begin in September.

The Prime Minister said Britain’s prison system had reached a critical point after years of limited investment in correctional infrastructure.

“Britain’s prisons crisis has its roots in a failure to add sufficient new places between 2010 and 2024. Just 500 places were added and 23 prisons were closed,” Burnham said.

He warned that without immediate intervention, the justice system could face serious disruption, with police officers potentially unable to detain suspects and courts struggling to send convicted offenders to prison due to limited space.

The revised policy excludes some of the most serious offenders from early-release arrangements, including those convicted of rape, serious child sexual offences and grooming-related crimes.

“Sentences for rape, serious child sex offences and other grooming offences will now be excluded from the changes,” Burnham stated.

The Prime Minister acknowledged the emotional impact the policy could have on victims of crime, saying he understood why some survivors might feel abandoned by any move that allows prisoners to leave custody earlier than expected.

“For someone trying to rebuild their life after a traumatic experience, few things could feel more unjust than learning the person responsible for their suffering would be released earlier than thought,” he said.

“I understand their anger and anxiety. More than that, I share it.”

Burnham said he had suspended the original September rollout immediately after taking office to allow officials to examine the risks and consequences of the plan.

Under the updated approach, eligible prisoners will face tougher monitoring conditions after release.

The government said most qualifying offenders will be required to wear electronic tags and receive closer supervision from probation officers.

Additional restrictions may also be imposed, including limits on where some released offenders can travel, whether they can enter certain areas, attend specific venues or take part in activities considered a potential risk.

The Prime Minister also announced a £10 million support package for victims of crime, including trauma-focused services and a national helpline to help survivors navigate the criminal justice system.

Beyond short-term measures, Burnham pledged a long-term solution through a major prison expansion programme.

The government plans to create 14,000 additional prison places by 2031, which he described as the fastest prison-building initiative since the Victorian era.

“We will deliver the fastest prison building programme since the Victorian era, with 14,000 new places expected by 2031,” Burnham said.

The government is also reviewing other areas of prison policy, including the continued detention of prisoners serving Imprisonment for Public Protection sentences introduced between 2005 and 2012.

The review will examine whether some prisoners who have completed their minimum tariffs should remain incarcerated indefinitely, while officials will also consider options for reducing pressure on women’s prisons and accelerating the deportation of foreign national offenders after conviction.

Burnham said the reforms were not a perfect solution but represented an important step towards restoring confidence in the justice system.

The prison overcrowding crisis has become one of the most significant challenges facing the UK justice system, forcing policymakers to find ways to manage limited capacity while maintaining public safety and trust in criminal justice institutions.
