United Nations experts urge for global governance of artificial intelligence, warning that AI development should not be guided solely by market forces. They propose creating mechanisms to enhance global cooperation and address the risks posed by AI, such as disinformation and misuse by criminal groups. The experts suggest a science-based advisory group similar to the Intergovernmental Panel on Climate Change (IPCC).
[dropcap]U[/dropcap]nited Nations experts have called for global governance of artificial intelligence (AI), warning that relying solely on market forces to guide AI development poses significant risks.
In a report released ahead of the UN’s “Summit of the Future,” the panel of 40 experts from technology, law, and data protection emphasised the need for international collaboration to manage the rapid evolution of AI technology.

The experts raised concerns over the lack of global governance for AI, highlighting the exclusion of developing countries from critical discussions.
Only seven of the UN’s 193 members are involved in major AI initiatives, with 118 nations, mainly from the Global South, being left out.
The report urges member states to create mechanisms for international cooperation and regulation, ensuring AI serves humanity equitably.
The report suggests the formation of a scientific advisory group on AI, modeled on the Intergovernmental Panel on Climate Change (IPCC).
This group would identify emerging risks and guide AI development towards addressing global challenges such as hunger, poverty, and inequality.
However, the report stops short of calling for a full-fledged governing body like the UN’s nuclear watchdog, the IAEA.
AI presents risks to democracy, including disinformation and realistic deepfakes, as well as dangers posed by autonomous weapons and criminal misuse.
The report warns that waiting for AI threats to materialise could be too late, advocating for continued scientific assessments and policy dialogue to keep pace with AI’s rapid development.
